About the Department

The College of Engineering, Office of Research Administration's mission and purpose is to provide resources to assist faculty and staff in seeking out funding opportunities and once funded, to monitor and ensure compliance with the University, Federal Government and Agency guidelines. The field of Research Administration is ever-changing with the advancement and implementation of electronic research, University guidelines and agency guidelines. The Office of Research Administration is completely deadline-driven whether it is at the hands of the University or the agency.

Essential Job Duties

The primary purpose and function of this position are to assist faculty and support staff in the development of proposal budgets and justifications while adhering to all Federal, State, University, and Agency guidelines. Another key responsibility is to keep all pending proposals current as to active or inactive status.

The Advanced Pre-Award Consultant position must be able to:

  • Process many proposals at one time while adhering to all necessary guidelines and policies;
  • Fully monitor and facilitate the Project Information and Navigation System (PINS) process ensuring all fields are correctly completed and that all necessary information is loaded into the record;
  • Communicate effectively with faculty and support staff any recommended or necessary changes to a proposed budget or justification;
  • Offer hands-on and one-on-one training to faculty and staff on the proper procedure for building an acceptable proposal budget;
  • Mathematically apply the proper rules to accommodate the correct fringes, F&A (facilities and administrative costs), tuition rates (under the GTRM), and other direct costs to a proposed budget;
  • Each month, review all pending proposals for status checks, determining if they will be funded or rejected by the sponsor;
  • Update College and University record to accurately reflect the status change on rejected proposals;
  • Update cost-sharing commitments on rejected proposals;
  • Enter travel vouchers according to the NCSU travel policy;
  • Enter all other vouchers for the purchasing of direct costs;
  • Enter purchase requisitions.
    Most important in the grand scheme of our operations, just like all positions in our research office, this position is responsible for supporting the day-to-day operations of the Office of Research Administration. This includes helping to make decisions on internal policies and procedures for faculty and staff, making important judgment calls with extreme time constraints, and adjusting the normal operating schedule to accommodate the deadline and demands of the University and many agencies.

    Other Responsibilities
    • This position will be responsible for offering guidance and answering questions to all individuals who come into our unit. We sometimes get lots of "unsure" individuals coming through our doors;
    • This position must be confident in being able to redirect and assist such individuals;
    • This position will also serve as a "catch all" with being able to work effectively and efficiently in both pre award and post award.

      Qualifications

      Minimum Experience/Education

      High School Diploma or equivalency and one year of related office experience; or equivalent combination of training and experience.

      Other Required Qualifications
      • Working knowledge of Microsoft Word and Excel, or similar software;
      • Excellent communication skills, both written and verbal;
      • Strong organization and time management skills;
      • Strong attention to detail.

        Preferred Qualifications
        • Experience in pre-award activities (budget building, compliance, etc.);
        • Knowledge of Cost Accounting Standards and Uniform Guidance (UG) as well as experience with budgeting and general compliance issues;
        • Experience with Microsoft PowerPoint and Access;
        • Experience with Peoplesoft;
        • Experience with PINS, RADAR, NSF Fastlane/Research.gov, GRANTS.gov or another similar pre-award system.
