Description of WorkThe recruitment range for this position is $51,895-$83,377 with MAX SALARY FOR THIS POSITION $83,377; salary grade is GN14The North Carolina Department of Public Instruction is seeking applicants for an Education Program Administrator I (Monitoring Consultant for Charter Schools and PRTFs) for our Policy, Monitoring, and Audit Section within the Exceptional Children Division. This Section is responsible for interpreting policy and generating and revising policies and guidelines which are based on federal and state laws and regulations, legislative action, policy directives from the Office of Special Education Programs, U.S Department of Education; the Office of Civil Rights; and the State Board of Education. This information is disseminated to local education agencies, charter schools, state operated programs, community residential centers, parents, advocates, professional organizations and institutions of higher education in order to provide leadership and assist in the administration of programs for children with disabilities. Investigation of parent complaints, mediations, due process hearings and appeals, and all requirements of federal law, is handled through this Section. The Section provides the only formal avenue, outside of a due process hearing, for parents to file complaints alleging failure of local education agencies, charter schools, state operated programs, or community residential centers to provide special education services that meet the requirements of laws, regulations, and policies regarding education for students with disabilities. Each complaint must be individually investigated which involves verbal as well as written communication with both parents and the school system. A letter of finding based on findings of fact and conclusions of law is issued within 60 days of receipt of the complaint, with follow-up to substantiate implementation of any corrective action plan that might be required. Decisions issued on complaints are final and may not be appealed to a higher level. The North Carolina complaint process is monitored by the OSEP. Although not a requirement of federal law, the section also manages a facilitation program as a proactive means of dispute resolution.This position is responsible for providing professional services to Charter Schools and Non-Public School EC Programs and providing technical assistance during the program monitoring process. Analyzation of needs, advising and providing direct services to these programs related to administration, supervision, curriculum, assessment and instructional strategies of students with special needs is key. This position will plan, design, organize and deliver staff development and technical assistance as requested by Charters and Non-Public School EC Programs through on-site visits, telecommunication, and conferencing. All training is provided in accordance with state and federal regulations, with emphasis on the implementation of least restrictive environment and transition. Reviewing of state policies and guiding practices, documents and forms regarding special education regulations and processes, recommending updates/revisions as needed is also a part of this position. The consultant will compile and analyze all EC data submitted by Charters and Non-Public School EC programs and review the monitoring instruments which assess whether these programs are compliant with federal and state laws and regulations. Additionally, the consultant will assist these programs in the development and completion of activities to improve outcomes and correct non-compliance and ensure each area of non-compliance is completed within one year.Additional duties as assigned.This position requires a minimum of 75% travel.
