Description of Work

Salary Grade: NC25 Salary Range: $81,704 - $183,833

Environmental Analysis Unit's primary purpose is to ensure that NCDOT is in compliance with all applicable laws and regulations that govern resources such as historic buildings, archaeological sites, threatened or endangered species, air quality, noise levels, parks, public involvement, low income and/or minority populations.

The Environmental Analysis Unit Head is tasked with resourcing and administrating the functions and activities of the Environmental Analysis Unit, including but not limited to policy and process development, articulation, and consistency; financial and staffing resource allocation; budget oversight; staffing and training; contract administration; support services; and performance evaluation. This position supervises eight diverse groups, who each have specific functions that support project delivery, and assist managers to ensure NCDOT compliance with the various laws and regulations that relate to the work each preforms/oversees.

The Unit Head must have a complete understanding of the NCDOT organization and the roles and responsibilities of each unit or branch within the organization. This position manages, reviews, and directs the preparation of various studies, reports, and project coordination. The Unit Head provides guidance on regulatory issues, setting priorities, and developing strategies for a proactive response to project managers to ensure project delivery is achieved.

Knowledge, Skills and Abilities / Competencies

Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following:

* Experience leading and/or supervising a group of professionals with diverse technical backgrounds including mentoring, coaching, and managing the competencies of technical staff, measuring employee performance, conducting interviews, making recommendations to fill positions, and recommending and/or taking disciplinary action.
* Working knowledge of the Clean Water Act, National/State Environmental Policy Acts and other related federal and state environmental laws and regulations.
* Working knowledge of the overall NCDOT project delivery process, including transportation and highway engineering, techniques, practices, procedures, and applicable federal and state laws and regulations.
* Experience with professional services and engineering contracts, including scoping, estimating, negotiating, QA/QC, invoice review/approval, and performance evaluation.
* Experience with collaboration and decision-making, including working cooperatively and effectively with others to set goals; anticipating and developing solutions to unique problems and situations; resolving complex and unusual problems; and making timely and effective decisions to facilitate projectdeliveryand enhance organizational effectiveness.
* Experience supervising permanent employees, contractors and/or consultants

Minimum Education and Experience Requirements

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of seven (7) years progressive engineering experience including four (4) years of supervisory experience.

Necessary Special Qualifications:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
