Previous applicants are still being considered and do not need to reapply The Department of Health and Human Services (DHHS) is dedicated to ensuring the health, safety, and well-being of all North Carolina residents, particularly the most vulnerable - children, elderly, disabled and low-income families. Based in Raleigh, DHHS has 27 divisions and offices across the state and oversees 14 facilities including psychiatric hospitals, alcohol and drug abuse treatment centers, centers for people with developmental disabilities, neuro-medical units and psychiatric residential treatment facilities for youth. DHHS works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to fulfill this mission. The Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS) is the State agency responsible for developing and overseeing publicly supported mental health, developmental disabilities and substance abuse services in North Carolina. Sources of funding managed by DMH/DD/SAS include primarily state appropriations and federal grants. DMH/DD/SAS collaborates with other state agencies (DPS, DPI, DHSR, DSS, DSOHF, DHB) as well as external stakeholders to ensure quality behavioral health services for the underinsured, uninsured and Medicaid recipients. DMH/DD/SAS carries out its responsibilities through a system of Local Management Entities/Managed Care Organizations (LME/MCOs), as well as through contracts with local providers, advocacy organizations, hospitals, etc. The Senior Policy Advisor reports directly to the Assistant Director for Policy and Programs and provides advisement to Executive Leadership on behavioral health policy, programs and initiatives. This position is responsible for grant coordination between budget and program staff as well as the identification of grants and other funding opportunities. The Senior Policy Advisor is engaged in strategic planning across the organization and provides leadership for internal and external planning committees. This position will represent the Assistant Director for Policy and Programs, the Division and DHHS in various workgroups, committees, and stakeholder engagement activitie Knowledge, Skills and Abilities / Competencies Knowledge of and experience in the North Carolina behavioral health system, including mental health, developmental disabilities,substance use services and/or traumatic brain injury, Experience in developing, managing, and/or coordinating budgets, Experience with developing, managing and/or monitoring contracts, Demonstrated ability to communicate orally and in writing. Minimum Education and Experience Requirements Master's degree in the area of assignment from an appropriately accredited institution and three years of experience in a closely related program; or Bachelor's degree in the area of assignment field from an appropriately accredited institution and five years of experience in a closely related program; or an equivalent combination of education and experience.
