Job Overview:

The Manager, IT Service Delivery manages the delivery and execution of the product suite including the scope of a complex suite of projects. It is responsible for the delivery of initiatives across business teams and the product suite within our Decentralized Clinical Trials team. These projects include the management of product launches across the globe that directly impact the ability to provide solutions to thousands of patients around the globe. The Manager, IT Service Delivery may oversee a team of Delivery Managers who collaborate with individual products within DCT.  The Manager, IT Service Delivery will be responsible for overseeing delivery management within the Decentralized Clinical Trials team including:

  • Core Competency – Demonstrated accountability and ownership, thrive in ambiguity, stakeholder management in respect of portfolios and related financial views and reports, proactive (not reactive) financial management, excellent people skills across onshore/off-shore locations
  • Portfolio Planning - Is responsible for product portfolio/programs/project planning, and delivery management with a special focus on:
    • Delivery Planning - Capability and capacity-based resource planning to support execution and delivery of weekly, monthly, quarterly, yearly and multiyear roadmaps
    • Forecasting – Establish best in class mature forecasting models and scenario planning for resource management, department and project portfolios based on budget targets
    • Capacity Planning – Is responsible for aligned capacity and resource planning across all functional domains within DCT
    • Risk Management - Is accountable for identifying financial and portfolio risks, propose alternatives and ensure mitigation actions within commercial IT domain
  • Resource Management – Act as the single point of contact for DM’s across DCT projects/programs/portfolio to ensure strict compliance to simple and transparent financial processes, standards and timelines
  • Demand Management – Expert level knowledge of enterprise demand management lifecycle from demand intake to execution across Agile and waterfall methodologies
  • Process Management – Expert level hands on knowledge in portfolio process improvements across the portfolio in terms of yearly planning cycles, project submission requests based on organizational submission cadence
  • Methodologies – Hands on expertise in Agile/Scrum/Waterfall planning and execution of portfolio’s across all demands and request life cycles
  • Domain Expertise
    • Has domain expertise in managing PMO function within IT across capabilities within the functions

Primary Roles & Responsibilities will include:

  • Hire, train, and develop a team of Delivery Managers.
  • Measure, monitor, and maintain the team’s ability to meet or exceed KPI’s.
  • Develop and manage IT projects from beginning to end, including project scope, timeline, hardware procurement, resource allocation, and project execution; coordinating remote work closely with field teams.
  • Act as an escalation point for the portfolio and project stakeholders to manage risks, develop mitigation plans, and a path to green throughout the project.
  • Proactively manage change control and communicate impact in project scope, identify risks/issues, and devise contingency plans.
  • Identify and manage project dependencies and critical paths while maintaining accurate project plans with real-time milestones, tasks, and project health data for your portfolio in the PPM tool.
  • Provide frequent communication and enforcement of release schedules, ensuring delivery adopts and follows established standards and procedures.
  • Update or develop documentation on processes that are critical to successfully implementing your projects.
  • Identify opportunities to streamline deployments, share best practices with your peers and leaders, and regularly implement continuous improvement action

Education/Qualifications:

  • Bachelor's Degree and Ten Years’ Experience OR Masters' Degree and Eight Years’ Experience
  • Certification – PMO Certification – Six Sigma, PMP, APMP or similar

Experience:

  • 15 or more years in IT PMO/Portfolio Management
  • 8+ years of PMO experience within Life Science commercial landscape
  • Experience in business/industry, managing cross-functional portfolios/programs/projects, and influencing senior-level management and key stakeholders
  • Experience with Pharma, CRO, Biotech preferred
  • DCT experience highly desirable
