Description of Work


The position of Special Assistant reports directly to the Secretary of the North Carolina Department of Health and Human Services and supports the Secretary through a combination of project management, writing and editing internal & external communications, research, and other support activities. The Special Assistant to the Secretary coordinates special projects, compiles information and briefs, completes reports & analyses, engages with constituents on behalf of the Secretary, supports social media presence, and interfaces with external stakeholders including senior representatives of state and local government agencies and/or private sector companies. Job responsibilities include:

* Carrying out priority assignments and special projects for the Secretary. * Playing a key role in disseminating information from the Secretary to staff. * Responding to inquiries concerning the Department's guidance and the Secretary's positions. * Coordinating and vetting external engagement opportunities. * Preparing presentations and remarks for the Secretary to use during external engagement opportunities. * Creating impactful internal and external presentations, speeches, and communications. * Coordinating and overseeing the development of briefing materials in preparation of speeches and interviews on matters impacting the Department. * Interacting with senior leadership daily to keep abreast of organizational and policy matters. * Building and leveraging relationships internally and externally, at all levels of the organization, to achieve the Secretary's strategic policies and mission. * Travel and provide support to the Secretary when working in the field/outside of the primary office equipped for our work.

About the Department of Health and Human Services (DHHS):

The Department of Health and Human Services (DHHS) is a cabinet-level, state agency dedicated to ensuring the health, safety, and well-being of all North Carolina residents, particularly the most vulnerable - children, elderly, disabled and low-income families. Based in Raleigh, DHHS has 27 divisions and offices across the state and oversees 14 facilities including psychiatric hospitals, alcohol and drug abuse treatment centers, centers for people with developmental disabilities, neuro-medical units and psychiatric residential treatment facilities for youth. DHHS works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to fulfill this mission.

Knowledge, Skills and Abilities / Competencies

* Excellent oral and written communication skills. * Strong analytical and presentation skills to synthesize, comprehend, and recapitulate complex information related to the spectrum of services and programs facilitated by the Department. * Demonstrated project management, organization and planning skills applied in a fast-paced, multi-tasking environment. * Proven decision making and problem-solving capabilities with strong follow up skills and attention to detail. * Strong leadership and interpersonal skills with the ability to work well with many teams and organizations on a diverse set of topics. * Ability to effectively interact, build and maintain relations with external and internal stakeholders, constituents, and DHHS executives/management.

Minimum Education and Experience Requirements

Bachelor's degree, preferably in business administration or a related discipline from an appropriately

accredited institution;


Associate's degree in secretarial science, business administration, or a related discipline from an

appropriately accredited institution and two years of progressively responsible administrative/office

management experience;


High school or General Educational Development (GED) diploma and four years of progressively

responsible administrative/office management experience;


An equivalent combination of education and experience.
