The IHS Markit Developer Tools Group is looking for a Product
Owner/Business Analyst to assess the needs of our internal
development community and ensure that our roadmap and product
backlogs are prioritized to have the highest positive impact on
user productivity and satisfaction. The existing team is strong on
technical execution (upgrades, monitoring, AWS) and user support,
so the Product Owner will focus on outreach to users and
translation of conversations to user stories. The Dev Tools Group
is organized into four squads, each of which owns some of the
following tools: Azure DevOps, GitLab, SonarQube, WhiteSource, TFS,
Jira, Confluence, Miro, Artifactory, and TeamCity. Experience with
some of these tools is helpful, but it's more important to have a
strategic understanding of DevOps processes (build, deploy, etc.)
and be able to assess how our tools help (or hinder) development
teams. Jira is the likely first focus area. We have a growing and
dynamic team and plenty of room to make a name for yourself. Job
Responsibilities Product Ownership
- Meet regularly with major stakeholders (product lines),
identify and prioritize their most pressing needs in tooling, and
stream these into the squad backlogs.
- Work across squads to build an overall roadmap for the team
that balances feature needs with technical work.
- Assist the squads in visualizing their roadmaps in the greater
context of IHS Markit initiatives such as the company-wide move to
AWS. Communications and Outreach
- Work with tools squads and the DevOps Consultants to ensure
that users are aware of important changes to dev tools: new
features, maintenance periods, etc.
- Lead development of compelling materials (video, docs,
training) to help teams use the tools more effectively.
- Establish guilds and/or regular discussions to enable vigorous
two-way discussions about the tools and translate the output to

- Work with our reporting specialist to identify and prioritize
PowerBI reports that help teams gauge tooling effectiveness.
- Provide requirements for reports that show spend and tool usage
by business line and use this information to feed back into

Required Skills An ideal candidate has the following skills:
- Excellent verbal and written communication and the ability to
bridge the gap between technical and non-technical language.
- Experience gathering user requirements and translating them
into user stories for development teams.
- Understanding of modern software development processes and the
phases of a DevOps "figure eight" flow, and how tooling can help
- Knowledge of any of the tools listed above or similar tools
used for source control, build, deployment, requirements tracking,
artifact storage, and documentation.
- Project management experience, including strategic and tactical
planning, stakeholder involvement, and execution.
- Ability to guide users to simple, robust solutions rather than
complex, brittle ones.
- Scrum or Kanban experience including lightweight estimation and
