Job Description:

An employee in this class is responsible for performing routine and preventive maintenance on gasoline and diesel powered light, medium, and heavy-duty vehicles and a wide variety of off-road heavy construction equipment. Work is performed under the general supervision of the Solid Waste Fleet Manager with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures, in the performance of duties. This is a safety sensitive position and participation in the Drug and Alcohol Program is required. FMCSA Clearinghouse clearance is required. Fitness for Duty Assessment is required. Examples of Essential Functions : Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. A position may not include all the work examples given, nor does the list include all that may be assigned. Assists the Solid Waste Fleet Manager in performing technical and administrative work associated with the fleet maintenance program. Acts as a leadworker to the Heavy Equipment Mechanic I employees as needed. Performs detailed preventive maintenance schedules on all landfill, sanitation, and recycling vehicles including heavy off-road equipment used in department operations. Diagnoses the mechanical, electrical and hydraulic components of any equipment breakdowns. Performs mechanical repairs to diesel and gas engine driven equipment, brake systems, ignition, fuel, transmissions, differentials, front and rear axle assemblies, low and high voltage electrical problems, hydraulic systems, and fabrication repairs as necessary. Maintains work orders for all maintenance and repair work assigned and completed; enters information into the fleet services maintenance software. Orders parts and maintain inventory of supplies; tracks purchase orders and invoice records for vendor-provided maintenance and supplies. Adheres to the department---s safety rules and regulations, and uses appropriate Personal Protective Equipment (PPE). Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments and routing. Full Performance Knowledge, Skills and Abilities Thorough knowledge of the methods, and skill in using tools and equipment in the repair of automotive and heavy equipment. Thorough knowledge of the practices and procedures applicable to fleet program management and vehicle maintenance, operation, and replacement. Thorough knowledge of department and safety rules and regulations. Thorough knowledge of the operation of various recycling industry equipment such as collection and materials transport vehicles, balers, compactors, bulk containers, skid-steer, loaders, etc. Good knowledge of relevant Federal and State regulations and local ordinances governing heavy equipment operation and hazardous waste disposal. Good knowledge of occupational hazards and safety practices, and the ability to apply these practices to assigned work. Good knowledge of computerized fleet maintenance programs. Demonstrated skill in the maintenance and repair practices of a wide variety of diesel- and gasoline-powered equipment. Skill in welding and fabricating parts utilizing various types of welding apparatus. Skill in planning and organizing work, including records management and maintaining parts and supplies inventory. Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy thoroughness and the physical condition commensurate with the demands of the position. Ability to operate all classes of vehicles, heavy equipment and support items within the department for testing and operational needs. Ability to coordinate and perform routine and preventive maintenance on all landfill, sanitation and recycling equipment, administrative vehicles, and light, medium and heavy equipment used in department operations. Ability to diagnose defects in drive trains, air conditioning systems, engine, transmission, electrical, hydraulic and other major components on vehicles and heavy equipment utilizing computer aided for onboard diagnostic tools. Ability to interpret work requirements from sketches, diagrams, and installation and repair flow charts. Ability to prepare and maintain reports of a narrative and statistical nature. Ability to effectively communicate both orally and in writing. Ability to establish and maintain effective professional relationships with co-workers, vendors, suppliers and technical specialists. Ability to perform mathematical calculations. Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software including Fleet Maintenance Pro. Minimum Qualifications Graduation from an accredited technical or trade school with a diploma in automotive/diesel repair or other related area AND three (3) years of work experience in in automotive/diesel repair or heavy construction equipment repair; OR Graduation from High School or General Educational Development (GED) test equivalency AND four (4) years of work experience in in automotive/diesel repair or heavy construction equipment repair; OR An equivalent combination of training and experience as defined above. Other trainings may be considered in lieu of a technical/trade school diploma.
