Job Description:
ICF seeks a Technical Writer to support agile teams for our
Centers for Disease Control and Prevention (CDC) clients. The
Technical Writer is responsible for supporting technical
documentation needs across the program team including documenting
business processes, creating system user guides, developing
training artifacts, presentations, and communication materials.
They will work closely with subject matter experts and team members
to understand product and documentation requirements, produce
high-quality content that is appropriate for its intended audience
and maintain the documents using enterprise technology
platforms.Work experience should highlight public health
information systems or clinical health IT business acumen,
management consulting, quality management and control. The
consultant demonstrates a proven track record of successful
requirements elicitation, change management and agile project
experience focused on quality, risk mitigation and innovation
management. Dedicated to excellence in customer service and proven
track record of working with federal clients in a professional
manner. The candidate should showcase project delivery experience
supporting IT and public/clinical health programs and relevant
experience in management consulting. Work experience should
highlight a proven track record of success in supporting complex,
large-scale technology initiatives. The candidate should have
strong quantitative, analytical, communication and writing
skills.This position is fully remote, based within the US.What
youll be doing:
- Showcase product functionality through presentations, guided
user training and demonstrations, webinars
- Support quality assurance / software testing, leading
development team(s) and facilitating working sessions with
clients
- Perform product testing to assure that product changes meet
business requirements, and work hand in hand with technical team
members to resolve defects.
- Strengthens team's reputation for operational excellence,
quality delivery standards and high-performance customer delivery
by accepting ownership for work products, while actively exploring
opportunities to innovate
- Support change management and communication including defining
and executing change management strategies that drive optimal
adoption and usage of technology initiatives
- Support governance, risk, and compliance by establishing a
foundation (roles, responsibilities, methodology, processes,
meeting cadences, etc.) for optimizing risk/issue management and
compliance to defined program guardrails.
- Work effectively with clients using strong customer
relationship skills, innovative thinking, and sensitivity to their
mission.
- Analyze situations, identify existing or potential problems and
recommend solutions
- Manage client expectations and balance product development with
operations and maintenance
- Conduct briefings, prepare talking points, status reports and
presentations, respond to senior management, and perform other
associated duties as required.
- Explain complex content in simple terms.
- Adhere to documentation standards.Basic Qualifications :
- Bachelors degree
- 3+ years of technical writing, project documentation, and
coordination
- 1+ years of experience in business process consulting,
management consulting, change management, technology consulting
and/or management
- 1+ years of experience and comfort supporting agile projects
(e.g., Scrum, Kanban)
- 1+ year of experience leading JAD sessions and documenting the
"as-is" and "to-be" requirements to translate into epics, features,
and user stories with acceptance criteria
- 1+ year of experience showcasing product functionality through
presentations, guided user training and demonstrations,
webinars
- 1+ years of experience leading development team(s) and
facilitating working sessions with clients
- 1+ years of experience in product testing, quality assurance
and software testing
- 1+ year of experience in change management and
communication
- Ability and willingness to go through CDC background
checkPreferred Qualifications :
- Bachelors degree in a related field (e.g., computer information
systems, communications, public health, business
administration)
- Working knowledge of scaled agile methodologies (e.g., SAFe);
specialized knowledge of Software Development Life Cycle (SDLC)
frameworks used to manage risks and issues unique to complex
technology projects
- Understanding of public health and/or federal healthcare is
strongly preferred
- Ability to support a large, diversified program management
team
- Ability to manage client expectations and balance product
development with operations and maintenance
- Working knowledge of business intelligence, analytics, and
cloud systems
- Strong analytical, critical thinking and decision-making
capabilities.
- Excellent verbal, interpersonal and written communication
skills
- Sound business ethics, including the protection of proprietary
and confidential information
- Ability to lead, work independently and collaboratively with a
team; energetic, assertive, organized, and detail oriented.
- Experience with the HHS Enterprise Performance Life Cycle
(EPLC) framework
- Advanced skills with Microsoft Word, especially with styles and
formatting
- Demonstrated experience in analysis of alternatives, technical
product selection, systems theory, design thinking, technical
design, and practical implementation of technological

. Pay Range - There are multiple factors that are considered in
determining final pay for a position, including, but not limited
to, relevant work experience, skills, certifications and
competencies that align to the specified role, geographic location,
education and certifications as well as contract provisions
regarding labor categories that are specific to the position. The
pay range for this position is $50,081.00 - $85,138.00Nationwide
