ICF is seeking a Disaster Recovery Capacity Building and Technical Assistance Program Manager and Provider who will work side-by-side with California government agencies and staffing counties impacted by the 2018 fires providing technical assistance and capacity building for federally funded recovery efforts.. As part of the growing Disaster Management Division, the position requires experience with the Department of Housing and Urban Development's Community Development Block Grant - Disaster Recovery (CDBG-DR) program as well as other federal disaster recovery programs and cross-cutting requirements. Technical Assistance Program Manager The Capacity Building and Technical Assistance Manager with support from senior ICF staff, oversee technical staff providing direct guidance to impacted counties. The Capacity Building and Technical Assistance Manager will also support development of products and written materials designed to help improve the capacity of the counties undertaking housing, infrastructure, planning and economic development programs. + Provide overall leadership to a team of technical assistance providers working onsite with local governments to provide advisory and consulting services through training sessions, one-on-one conversations, and written products. + Coordinate technical assistance and training engagements to assist in the design and implementation of HUD CDBG-DR policies and programs and cross-cutting federal regulations MUST HAVE + Bachelor's Degree or higher in Planning, Public Policy, Government, or related discipline + 5+ years of direct experience at the grantee level or with a consulting firm that worked directly with HUD-funded CDGB or CDBG-DR and/or cross-cutting federal regulations. ________________________________________ Technical Assistance Provider The Capacity Building and Technical Assistance Provider will work onsite with government agencies with support from senior ICF staff, subject matter experts, and other staff to provide direct guidance to grantees or federal partners, and develop products and written materials designed to help improve the effectiveness of federally-assisted housing assistance, and community and economic programs. + Work onsite to provide advisory and consulting services to clients and new client staff through training sessions, one-on-one conversations, and written products by applying techniques, concepts, and methods related to a particular field of specialization + Coordinate technical assistance and training engagements to assist in the design and implementation of HUD CDBG-DR policies and programs and cross-cutting federal regulations MUST HAVE + Bachelor's Degree or higher in Planning, Public Policy, Government, or related discipline + 5+ years of direct experience working in local government + Experience developing and delivering training and technical assistance related to housing recovery programs, and cross-cutting federal regulations that apply to CDBG-DR funded projects and programs Preferred Skills/Experience: + Master's degree in Planning, Public Policy, Government, or a related discipline. + Knowledge of other similar federally funded disaster recovery and mitigation programs Professional Skills + Excellent verbal, interpersonal and written communication skills. + Project and personnel management skills and experience. + Team player with the ability to work in a fast-paced environment + Courtesy, professionalism, empathy, and a cooperative attitude + Strong analytical, problem-solving, and decision-making capabilities. + Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) This job is a Section 3 eligible job opportunity.
