CENTER The North Carolina Justice Center is the state's leading
research and advocacy organization dedicated to transforming North

comprised of projects that provide in-depth expertise on seven
major policy areas. Our staff of researchers, community educators,
litigators, public policy advocates, and communications specialists
use our unique five-strategy approach to improve the lives of North
Carolinians with low to moderate incomes. Job Description The North
Carolina Justice Center is seeking a full time Deputy Director of
Information Technology. This position will have primary
responsibility for the NC Justice Center's information technology
and computer systems, including implementing technology-oriented
best practices across the organization. S/he will head the
Information Technology (IT) department and will serve as a member
of the NC Justice Center's Coordinating Council and Senior
Management Team. This key management role will develop and execute
an organizational IT strategy to support the NC Justice Center's
core operations, facilitate collaborative working groups, enhance
the effectiveness of a distributed workforce, and enable accessible
dissemination of information about its substantive work. This
critical infrastructure leader will manage IT department staff who
deliver high-quality technology services and support across all
functional teams of the NC Justice Center. S/he will work
independently with general supervision by the Executive Director on
collaboratively set goals. JOB DUTIES
- Establish and maintain a deep understanding of the NC Justice
Center's unique needs, challenges, trends, and opportunities
related to technology, systems, data, and security. Tap into the
collective experience of the NC Justice Center's management and
staff members, and solicit input from external partners and
stakeholders, as needed, to ensure an inclusive, comprehensive
view.
- Develop and operationalize IT strategy that supports and adapts
to the changing demands of the modern workplace and manage IT
across the organization.
- Develop and communicate comprehensive technology policies,
procedures, and standards with input from NC Justice Center
management, staff, and any outside contract service providers, as
necessary.
- Transparently communicate across the organization, both
verbally and in writing, about evolving IT strategy, plans, and
policies, providing context for technology decisions as appropriate
in clear language, suitable for non-technical audiences.
- Provide technical expertise and work together with other
management team members to oversee maintenance and usage of web and
social media technologies, and fund-raising, outreach, and client
casework databases.
- Monitor the technology universe to identify opportunities and
threats, building awareness with NC Justice Center management and
collaborating on preparedness planning as needed.
- Ensure compliance with data protection requirements and
standards.
- Interact with senior management team to monitor and validate
the organization's compliance with information security policies;
play a key role in defining these policies.
- Develop and oversee Specific, Measurable, Achievable, Relevant,
Time-bound, Inclusive, Equitable (SMARTIE) IT performance metrics
based on the Justice Center's organizational goals; collect and
distribute metrics that demonstrate its successes or
challenges.
- Strategically source, secure, and manage relationships with
outside vendors as needed.
- Manage all activities that relate to the operations,
performance, support, maintenance, and security of network devices,
servers, and applications. Collaborate as needed with multiple
hardware and software platform vendors.
- Lead the implementation of new tools and systems, providing
initial and ongoing education, training, and support to users and
ensuring a high level of adoption.
- Provide technical oversight for Communications staff regarding
website architecture and work with contractors for web technologies
as needed.
- Develop recommendations, obtain approval, and proactively
manage IT budget to support the technology needs of the
organization. Review and approve requests for technology
purchases.
- Develop, implement, and test IT disaster recovery
processes.
- Identify, evaluate, and proactively mitigate cyber-security
vulnerabilities and threats.
- Continually assess the effectiveness of the organization's IT
resources through internal and external evaluations and
monitoring.
- Lead efforts to build and support an IT environment that adapts
to the diverse technology needs of its users, with an overall goal
to increase the organization's collective technical knowledge,
aptitude, and skillsets. Design and/or manage technology-related
training and educational opportunities for staff members.

Qualifications
- Bachelor's degree in Information Technology, Computer Science
or a related field or significant advanced training in technology.
MBA or other relevant graduate degree is a plus.
- Minimum of seven years of experience in the field of
Information Technology, including three or more years of management
experience, or a combination of equivalent experience and training.
Experience working in a similarly sized, non-profit organization
preferred.
- Experience with Microsoft platforms, systems, software, and
servers, including Office 365, Teams, and SQL; cloud-based
platforms and tools; systems migration and implementation, and
related change management strategies. Experience with Salsa
CRM/Engage and Blackbaud Financial Edge preferred. Demonstrated
ability to learn new software and web applications is
required.
- Well-developed interpersonal and communication skills, with
strong internal customer service orientation. The ability to
respond effectively to management and staff questions, train users,
and create training materials.
- Must possess ability to work independently and support the work
of others in the organization and the ability to solve problems and
make decisions under pressure and time constraints.
- Skill in developing and managing budgets. Ability to manage
vendors and outside service providers. Proven ability to negotiate
and manage contracts.
- Some evening and weekend work is required.
- Demonstrated commitment to social justice and improving the

Carolina Justice Center offers inspired co-workers committed to
