To support the academic, research, and extension mission and goals of NC State, the Division of Human Resources implements a strategic university-wide approach in all of its human resources functions to provide innovative HR services to our campus community utilizing an agile HR mindset and cultural approach.Essential Job Duties:The Manager of the HR Service Center position is responsible for creating, leading, and managing the operations of the new HR Service Center, created to provide timely and consistent HR customer service to the NC State campus community. Initial HR services offered through the Service Center will focus on I-9 and E-Verify, background check, and University Human Resources (UHR) call center services with a specialization in addressing benefit-related inquiries from the NC State campus community, with potential for an expansion into other areas of UHR support services. Reporting to the Assistant Vice Chancellor for HR Operation, the Manager of the HR Service Center ensures the development, continuity, and successful delivery of HR services to customers throughout the university. The Managers primary responsibilities include the following:

  • Provide vision, leadership, planning, coordination and management in the development and sustainability of a new service unit while concurrently facilitating efficient operations to meet current and future business needs within the organization.
  • Establish procedures to ensure customers are assisted appropriately and in a timely manner.
  • Foster and maintain positive relationships with HR constituents and customer base; serves as an interface between internal/external customers and functional team members to ensure effective operations.
  • Maximize resources, prioritize work assignments and coordinate team efforts and activities to provide optimal and excellent service.
  • Drive business results through a focus on compliance, quality and employee/customer satisfaction, and process improvement to ensure that changing human resources service needs are addressed in a proactive, responsive and efficient manner with a focus on providing exceptional customer service to the organization.
  • Develop, measure, and report on key unit and employee performance indicators, leveraging resources to lower transaction costs, reduce response time, and continually improve performance. The Manager of the HR Service Center directs the efforts of 8 employees and is responsible for the following supervisory functions:
    • Recruit, interview, hire, onboard, and train new staff.
    • Oversee and direct the daily workflow of the department.
    • Constructively manage employee performance in accordance with university policies, rules, and regulations.Other Responsibilities:Performs other duties as assigned.Minimum Experience/Education:Bachelors degree and three years of experience in the area of assignment, of which at least one is supervisory or in a lead-worker capacity; or an equivalent combination of training and experience.All degrees must be received from appropriately accredited institutions.Other Required Qualifications:
      • Strong management skills to include the ability to effectively manage change, people, projects, resources, and time accordingly.
      • Customer-service orientation with a demonstrated commitment to service excellence.
      • Demonstrated knowledge of a broad range of HR functional areas such as employment, benefits, compliance, background checks, onboarding, and I-9 and E-Verify.
      • Excellent communication skills with the ability to convey complex information to a wide variety of customers and stakeholders.
      • Exceptional analytical and problem-solving skills with the ability to translate problems into operational and sustainable solutions.
      • Technical aptitude with the ability to effectively leverage standard software applications such as MS Word and Google Suite as well as the ability to learn and become proficient in complex HR software such as an HRIS (PeopleSoft) and other service-center oriented applications.
      • Demonstrated appreciation for diversity and inclusion and the ability to apply principles of diversity and inclusion in the delivery of customer service through an understanding of the NC State campus community, our customers, and their needs. Preferred Qualifications:
        • Experience in a high-volume, customer-service-oriented environment.
        • At least 5 years of human resources or related experience with 3+ years supervisory experience.
        • A bachelors degree in business administration, human resources, or related field.
