Description of Work Salary Grade:IT05 Recruitment Range:$56,339.00 - $75,000.00 About the Position: The North Carolina Department of Revenue is seeking a self-starter Data Engineer Analyst that will be able to support our Business Intelligence initiatives. The Data Engineer Analyst will work with a team of internal and external IT professionals to support customer business intelligence and data analysis initiatives through data gathering, cleansing, loading, quality analysis, and query and report development. The work to be performed is identified and prioritized by the Department's business divisions and is implemented using structured project and software development lifecycle methodologies within the ITIL framework. This position's primary function is to support and perform application development in a diverse environment of applications that include SAS, SQL, PL/SQL, JAVA, and UNIX/AIX scripting. The position will participate in end-to-end customer requirements gathering, development and implementation, including identifying data analysis needs as well as processing and exploring system data. The position will translate business requirements into analytic methods, build analytics models, develop reports, and present reports to customers. The position will create and execute test scripts and document findings. The position will provide daily operational support to customers and other IT initiatives as needed. This position is, currently, assigned as temporarily remote until conditions allow for assignment to the agency's usual physical location. However, this position may be expected to perform work in a DOR facility, requiring a face mask while on premises. Knowledge, Skills and Abilities / Competencies The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. Click on thisLINKfor additional information. * Demonstrated knowledge of programming languages, e.g. SQL, Oracle, and JAVA. * Demonstrated knowledge of Oracle databases. * ETL experience and expertise with Linux/Unix. * Experience with JavaScript or Java API development. * Thorough knowledge and understanding of business systems theories, processes, rules and regulations and how they apply to technology in the applicable area(s). * Demonstrated experience in application design, software development, testing, and working with systems processing event-based logs, user logs, and debugging of complex systems. * Ability to maintain ongoing interaction with internal and external audiences using written and verbal communication skills. * Demonstrated experience with design and implementation of systems for providing data to stakeholders, ensuring correctness and consistency. Management Preferences: * Graduation from a four year college or university with a degree in computer science or mathematics or related field with nine (9) semester hours in programming and at least one (1) year of experience in data analysis/validation. * Three or more years of experience with SAS, Oracle, or JAVA Development and performing quantitative analysis using SAS Business Intelligence tools. * Development and support experience in SAS, Windows UNIX environment. * In-depth knowledge of business systems, regulations and processes and their interaction and how they apply to technology in the applicable area(s). * Experience administering other database platforms such as Oracle, MSSQL, and MYSQL. * ITIL Foundations certification. Minimum Education and Experience Requirements Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, math, or Engineering or related technical degree from an appropriately accredited institution and one (1) year of experience in business application consulting or development; or Bachelor's degree and some computer coursework from an appropriately accredited institution and two (2) years of experience in business application consulting or development; or An Associate's degree in Computer Programming from an appropriately accredited institution and two (2) years of experience in application consulting or development; or An equivalent combination of education and experience.
